PROBLEM TO BE SOLVED: To prevent a radio wave influencing medical instruments from becoming stronger, to eliminate the necessity of special operation of a telephone company which manages a radio communication system, and to facilitate to use a cellular telephone of the telephone company when making a cellular telephone unable to be physically used in a specific space. SOLUTION: An outgoing pilot signal of the radio communication system is emitted to the specific space in deviated timing. An incoming radio wave of the radio communication system operated by a cooperating telephone company is relayed. Only when a communication having attributes which are banned to be used in the space is included in the incoming radio wave, this communication is cut off. COPYRIGHT: (C)2004,JPO
