PURPOSE: A top layer structure of a flooring using waste rubber is provided to express various colors and to improve durability. CONSTITUTION: The top layer structure of a flooring using waste rubber comprises the steps of placing a waste flooring(20) composed of waste rubber and binder on the object for construction(10) such as concrete to the appointed thickness, and placing an upper layer(30) on the flooring(20). The upper layer(30) contains: a rubber chip layer(40) composed of a rubber chip and a binder and placed on the flooring(20) to the appointed thickness; and a coating layer(41) placed on the rubber chip layer(40) to the appointed thickness.
