PURPOSE: A level shifter and a flat panel display are provided to shift a level of an input voltage to an output voltage of a desired range. CONSTITUTION: According to the level shifter receiving an input voltage signal having a voltage of the first and the second level in turn and then generating a voltage of the third and the fourth level according to the first and the second level voltage, the first transistor(M1) is connected between the first power supply having a voltage of the fifth level and an output port and receives the above input voltage signal through a gate. The second transistor(M2) is connected between the output port and the second power supply having a voltage of the sixth level. A capacitor(C1) is connected between the output port and a gate of the second transistor. And a switching device blocks the input voltage signal and the gate of the second transistor electrically in response to the voltage of the second level, by applying the first level voltage to the gate of the second transistor in response to the first level voltage.
