PROBLEM TO BE SOLVED: To provide a plurality of angled orifices on an orifice plate and a forming method for an oblique angle orifice. SOLUTION: In the fuel injector having the orifice plate 300 positioned near an outlet, the orifice plate is provided with first and second plates 302a, 302b spaced apart from each other by a predetermined distance; an orifice 14 extending along a vertical axis and having first and second surfaces 14a, 14b spaced apart from each other. The first surface 14a includes a first area 310a having a first direction characteristic directed to a first direction inclined against the vertical axis.
