PROBLEM TO BE SOLVED: To accurately determine the deterioration state of a lightning arrester by integrating lighting strike current energy passing through a specific lightning arrester and comparing the value with a specific threshold continuously for a long time. SOLUTION: A current detector 21 made of an air-core toroidal coil is fitted to a grounding conductor 13 in the lightning arrester 10. An operation monitoring apparatus 20 performs the operation of electric energy flowing to the lightning arrester due to thunder surge for one time for transmitting to a host computer. The accumulation value of electric energy flowing to the lightning arrester allows the degree of deterioration of the lightning arrester to be estimated.
