PROBLEM TO BE SOLVED: To produce a prime mover that does not emit exhaust gas and consume energy to resolve recent serious problems. SOLUTION: A split ring 4, a ring 6, another split ring 7, and another ring 3 are incorporated into a rotor 2 placed between a permanent magnet 8 and another permanent magnet 5, and the split rings 4 and 7 are excited by the magnet 8 to obtain torque by repulsion and attracting force generated between the magnet 5.
