PURPOSE: An operating unit assembly of a steering system for a vehicle is provided to absorb and interrupt first impact produced when the vehicle bumps against an object and secondary impact produced when a driver of the vehicle bumps against a steering wheel. CONSTITUTION: An operating unit assembly of a steering system for a vehicle includes a first impact-buffering/interrupting device installed to a steering wheel, and a second impact-absorbing/interrupting device installed to a steering shaft. The first impact-buffering/interrupting device includes a wheel impact-absorbing unit installed to a spoke(120), to absorb impact, produced when a driver bumps against a rim(110) of the steering wheel, by elastic deformation, and includes an explosive case installed to a combining portion of a hub(130) of the steering wheel and the spoke, to explode by a signal of an impact sensor installed to the rim of the steering wheel. The second impact-absorbing/interrupting device includes a shaft impact-absorbing part and an impact-absorbing/interrupting device. The shaft impact-absorbing part includes an upper steering shaft(210) connected to the hub of the steering wheel; a lower steering shaft(220) of a hollow cylindrical shape forming a spline to house a spline formed to the lower part of the upper steering shaft; and an elastic member installed between the upper and lower steering shafts. The impact-absorbing/interrupting device includes an explosive case installed to the lower steering shaft, to explode by a signal of an air bag impact sensor.
