PROBLEM TO BE SOLVED: To provide an electrifying member which stably holds an initial excellent electrification characteristic for a long period of time by reducing the change in a surface shape and the sticking quantity of a foreign matter due to endurance, an electrophotographic device and a process cartridge using it. SOLUTION: The electrifying member possesses at least a conductive supporting body, an elastic layer provided on the conductive supporting body, and an outermost layer formed on an outermost side, and the outermost layer consists of a porous body possessing hole parts whose length (L) and diameter (D) satisfies the relation of L/D≥1.1.
