PROBLEM TO BE SOLVED: To enable to multiplex noise in multilevel image data and to reversibly embed visible additional information with distribution, in which the noise is multiplexed, while maintaining an atmosphere of the multilevel image data to be embedded. SOLUTION: When the noise is multiplexed in the multilevel data containing luminance as a main component and the visible additional information with the distribution, in which the noise is multiplexed is embedded, information representing whether the noise is multiplexed for each pixel is input as the additional information. It is determined whether a target pixel in the multilevel image data is present at a position where noise is to be multiplexed, on the basis of the additional information (S806). When it is determined that the pixel is at the position where noise is to be multiplexed, an embedded amount to be added to the position of pixel of interest is calculated (S810), on the basis of a region near the pixel of interest, and the amount is added (S812).
