PROBLEM TO BE SOLVED: To provide a manufacturing method for a rubber sheet being suitable for a tire tread which can greatly contribute to the increase of a scratching effect (digging up friction) and wear-resistance without spoiling the sticky friction, and can drastically increase on-the-ice/snow performance. SOLUTION: A rubber composition contains 2 to 50 pts.wt. of a short length fiber of which the average fiber diameter is 1 to 100μm, and the average length is 0.1 to 5 mm based on 100 pts.wt. of a diene-based rubber. In this manufacturing method for a rubber sheet, the rubber composition is extruded into a tubular shape, and the short length fiber is oriented in the circumferential direction of the tubular rubber, and the rubber sheet has a thickness of 20 mm or lower. The complex elastic modulus Ea in the rubber sheet extrusion direction and the elastic modulus Eb in the rectangular direction to the extrusion direction of the rubber sheet obtained by cutting one area on the side wall of the tubular rubber sheet in the extrusion direction, which are measured at 25°C, satisfy 1.1≤Eb/Ea.
