PURPOSE: Provided is a multi-stage stepwise neutralizing system for neutralizing alkali wastewater by recycling flue gas, and further provided is a method for neutralizing alkali wastewater. CONSTITUTION: The system a multi-stage neutralizing tank(13) having a plurality of neutralizing compartments(82,84,86) sectioned by a plurality of partition walls(73,75) with respective penetrating holes, and pipes(31,32) for supplying flue gas generated from an incinerator or a burner(1) to each compartment(82,84,86), wherein wastewater is introduced to a compartment(82) at a side of the neutralizing tank(13), and the wastewater passes through all compartments(82,84,86) and flown out from a compartment(86) at the other side of the neutralizing tank(13), and wherein height of the penetrating holes are lowered stepwise from one side of the tank(13) to the other side, so that the wastewater flows from the one side of the tank to the other side naturally.
