PROBLEM TO BE SOLVED: To innovatively improve an electronic appliance using a display, an ultraviolet generator or an ozone generator by size reduction of the product, to eliminate an environmental pollution problem, and to provide novel technology allowing easy regeneration and reduced thereby in a cost. SOLUTION: A cold cathode is used in an electrode 13, a high-temperature operation is eliminated, and a mechanism requiring cooling is eliminated. An electrode part 3 is provided inside a discharge tube, a small electrode part discharge space 5 is provided inside a positive column discharge space 4, a nozzle part 6 is provided in a tip thereof to provide a means to make a chemical substance substantially not discharged from the electrode part discharge space 5, discharge efficiency and light emission efficiency are enhanced, and a size is reduced. A spent article is treated without generating environmental pollution by using no mercury, and a luminous substance 12 is applied onto an outside of the discharge tube to facilitate the regeneration of the product, so as to enhance performance of the product and to reduce the cost remarkably.
