PROBLEM TO BE SOLVED: To easily and reliably change a terminal environment for continued use without requiring terminals to move when terminal users change positions. SOLUTION: A saving process part 105 saves the workfile of each terminal to be replaced into a replacement control server (server 110). A selecting process part 106 searches for a terminal which is the same kind as a replacement terminal and which has the same OS and applications as the terminal to be replaced. The name of the terminal detected by the search is recorded as the name of a candidate transferring terminal for the replacement terminal. An acquisition process part 107 recognizes as the transferring terminal the candidate transferring terminal which permits access to the terminal to be replaced, and transfers the OS and applications from the transferring terminal to the terminal to be replaced. After replacement a workfile transfer process part 108 transfers to each terminal to be replaced the workfile of each terminal to be replaced which is saved by the saving process part 105.
