<P>PROBLEM TO BE SOLVED: To solve the problem in a conventional protection method that an illicit execution program not registered in a database cannot be detected, and a system cannot be surely protected from the illicit operation, breakage or the like of the system by the execution of the illicit execution program. <P>SOLUTION: This system has a manager authentication function 4 for authenticating whether a manager who installs an execution program to the system is a manager authenticated by a manager key 2 or not, and the installation of the execution program by an execution program installation function 6 is permitted only to the authenticated manager.
