PROBLEM TO BE SOLVED: To provide an electromagnetic actuator wherein miniaturization is attained by simplifying the structure of a drive for a movable shaft. SOLUTION: This electromagnetic actuator includes the movable shaft 10 including a magnetic sleeve 12 arranged with poles (north pole and south pole) 16 having different polarities side by side in the lengthwise direction and rotational direction of the movable shaft 10, a stator arranged with exciting coils 20 for generating magnetic force side by side between the poles 16 in the lengthwise direction and rotational direction of the movable shaft 10, and a ball spline 22 for supporting the movable shaft 10 so as to be movable in the lengthwise direction and to be rotatable around the axial center. The movable shaft 10 is moved in the lengthwise direction by the exciting coils 20 arranged side by side in the lengthwise direction of the movable shaft 10 and the magnetic force generated between the poles 16, and the movable shaft 10 is rotated by the exciting coils 20 arranged side by side in the rotational direction of the movable shaft 10 and the magnetic force generated between the poles 16.
