PROBLEM TO BE SOLVED: To provide a mobile information communication terminal, whereby a user can scroll information desirably browsed so as to be properly included in the display range of a screen of the terminal such as a mobile phone with fewer operations. SOLUTION: High speed scrolling is attained by turning an operation dial 35 by using a center button member 36 for its shaft and low speed scrolling is achieved by depressing the operation dial 35 in a direction of the rotary shaft to depress either of upper and lower buttons 42A and 42C. Then the information desirably browsed can properly be included in the display range of the screen with a small number of operations by properly selecting the scrolling speed. Since the operation of the operation dial 35 permits both the high speed scroll and the low speed scroll and it is not required to operate other member than the member having been so far operated when selecting the scroll speed, the scroll speed can easily be selected.
