PROBLEM TO BE SOLVED: To evaluate the quality of cloth using elastic thread easily and quantitatively. SOLUTION: This evaluation device 1 for evaluating the quality of a measuring object by using image data acquired from the measuring object is equipped with a reference data storage part 201 for storing by correlating reference data generated based on a plurality of peak data of power spectrum data acquired from image data of first cloth using the elastic thread which is an evaluation standard with quality evaluation data for showing quality evaluation of the first cloth, and a quality evaluation data specification part 117 for specifying from the reference data storage part 201 the reference data corresponding to measurement data generated based on the plurality of peak data of the power spectrum data acquired from the image data at a prescribed spot of second cloth using the elastic thread which is the measuring object, and acquiring the quality evaluation data correlated with the specified reference data.
