PROBLEM TO BE SOLVED: To provide an electrostatic charge development toner which has uniform dispersion of colorant, is free from fog and ununiform image density with regard to high colorant concentration, and whose consumption quantity can be saved. SOLUTION: The method for producing the electrostatic charge development toner comprises: the step of obtaining a resin solution mixture by dissolving a self-water-dispersive resin and a colorant, which are essential fundamental components, into a hydrophobic organic solvent; the step of forming colorant-containing particles in an aqueous medium by inversely emulsifying the resin solution mixture in which the colorant is dispersed; and the step of separating the colorant-containing particles from the aqueous medium and then drying the particles. In the method, the step of obtaining the resin solution mixture is characterized in that the colorant in the resin solution mixture is dispersed by using a thin film whirl type high speed stirrer in which the tip of a stirring portion has a speed of 25m/s or higher.
