PROBLEM TO BE SOLVED: To provide an interleaving system capable of preventing an error from being concentrated on a particular data bit on the occurrence of periodic fading so as to effectively utilize the capability of an error correction code.

SOLUTION: Data bits after error correction code processing or before the error correction code processing are written in each row of a rectangular matrix, the initial value at the head of each row of the rectangular matrix is changed and a pseudo random number is generated by each row, the data bits in the rectangular matrix are rearranged in the order of the numbers of the pseudo random numbers, and the rearranged data bits are read from each column of the rectangular matrix to perform interleaving.
