PROBLEM TO BE SOLVED: To provide a display device and an electronic appliance, which can realize a long service life of the display device, by preventing water from coming into organic EL layers and the organic EL layers from degenerating, and can form barrier layers in an organic EL element, by using not only a dry process but also a wet process, and a method of manufacturing the display device. SOLUTION: The display device 20 using an organic EL element 80 as a lighting element has a first water repellent layer 201 which is formed on the organic EL element 80 and includes a water repellent material in order to prevent water from coming into the organic EL element 80, a barrier layer 230 formed on the first water repellent layer 201, and a second water repellent layer 202 which is formed on the barrier layer 230 and includes a water repellent material in order to prevent water in the air from coming into the barrier layer 230.
