PROBLEM TO BE SOLVED: To provide a small-sized image forming device of high quality by discharging a toner left after transfer, which is recovered by a cleaning device, out of a cleaning device to eliminate a waste toner vessel for storing the toner left after transfer. SOLUTION: A toner discharging member which temporarily recovers the waste toner and directly discharges the waste toner to an intermediate transfer body or the like when the discharge does not affect the image formation is provided in a photosensitive body cleaning device.
