PROBLEM TO BE SOLVED: To reduce teeth-chattering sound from gears caused by their backlashes, improve an inferior steering feeling upon steering at a relatively small steering angle, and improve the durability of an elastic body coupling a ring gear and a core together. SOLUTION: A worm wheel 8 engaging with a worm comprises the ring gear 85 having teeth on its outer circumference, the core 83 inserted into the ring gear 85, the elastic body 84 coupling the core 83 to the ring gear 85 to make them rotatable to each other, first projections 86 formed either on the ring gear 85 or on the core 83, and recessed restraining part 88 formed either on the ring gear 85 or on the core 83, on which the projections 86 are not formed, to be engaged with the projections 86 to limit the number of relative revolution of the core 83 and the ring gear 85, that is, the extent of deflection of the elastic body 84.
