SOLUTION: Optical pulses are allowed to enter a fiber core wire in a light cable or a power cable accommodating an optical fiber, and both of or one of the presence or absence of water intrusion in the cable and a blooded location are detected based on the frequency difference in the Brillouin scattered light caused by the temperature difference in a water intrusion portion and a non-water intrusion portion or based on the frequency difference between the Brillouin scattered light and the optical pulse.
