PROBLEM TO BE SOLVED: To provide a cutting and opening tool for a packaging film capable of conveniently cutting and opening a package such as a caramel wrap, a shrink package or packages having other various shapes. SOLUTION: The packaging film cutter usable for cutting, opening and removing the film in which an item to be packaged is packaged, the film keeping tight or approximately tight contact with the item to be packaged, has a base portion 11, a protruding portion 12 facing to the side margin of the base portion 11 and capable of being inserted between the item to be packaged and the film and a blade 2 mounted between the base portion 11 and the protruding portion 12 to cut and open the film.
