PROBLEM TO BE SOLVED: To provide an inexpensive cigarette filter capable of enjoying the taste inherent in a cigarette with high smoking concentrations at the beginning of smoking and capable of reducing the smoking concentrations afterwards for the sake of smoker's health. SOLUTION: The cigarette filter has the following structure and mechanism. The outside of the filter is provided with recesses(4) and the inside of each of the recesses(4) is provided with fine air holes(2). In smoking, the fine air holes(2) are opened or closed by smoker's fingers holding the filter to make the outside air flow variable and thereby allow the smoking concentrations to be controlled. When the recesses(4) are to be formed on the outside of the filter, an outside filter cylinder( made of paper or pulp material ) is moistened, and then molded after heating, or molded by pressing a mold thereagainst prior to curing an adhesive used on the filter cylinder.
