PROBLEM TO BE SOLVED: To provide a multi-value image encoding / decoding apparatus that can reduce the number of memory access times, the capacity of memories and the number of memories. SOLUTION: The multi-value image encoding / decoding apparatus disclosed herein includes: an address generating section 100A for generating addresses to access a processed information memory 4 and a refine information memory 5; and an address generating section 100B for generating addresses to access a significant information memory 2 and a bipolar code memory 3 in order to access and apply bit modeling processing to the significant information memory 2, the bipolar code memory 3, the processed information memory 4, and the refine information memory 5 with respect to coefficients of a result of wavelet transform applied to a multi-value image read from a transform coefficient storage memory 1.
