PROBLEM TO BE SOLVED: To provide a small size, low cost and stable quality developing device by reducing the number of parts and integrating functions. SOLUTION: The developing device 13 is provided with a developer carrier 15 which carries and transports two-component developer 22 containing toner 18 and a magnetic carrier 22a, a first regulating member 17 for regulating the amount of the developer 22, a developer storing part 16a for storing the developer 22 and a toner storing part 19 which supplies the toner 18 to the developer carrier 15. The developer storing part 16a has a second regulating member 23 which is disposed upstream of the first regulating member 17 in a carrying direction of the developer 22 and is spaced from the developer carrier 15 so as to regulate passing of an increment of the developer when toner concentration of the developer 22 on the developer carrier 15 rises and layer thickness of the developer 22 increases.
