PROBLEM TO BE SOLVED: To provide a forming method and a forming die with which a flange member having a boss part projected in an axial direction and flange parts different with the outer peripheral edge shapes in portions in the peripheral direction can easily formed at good precision and at a low cost with a simple constitution. SOLUTION: A material is fed out and shifted to the outer part of the portion f to be formed into the flange part by pressing the end part of the portion g to be formed into the boss part to the axial direction under state of restricting without pressurizing the side surfaces f2, f3 of the portion f to be formed into the flange part in a second rough shaped material W2, in which the size in the diameter direction of the portion to be formed into the flange part is smaller than the flange part to be formed and then, the outer peripheral edge of the flange part F is formed by abutting this outer peripheral edge surface f1 on the inner peripheral surface 23b of the die 23 having a prescribed shape.
