PROBLEM TO BE SOLVED: To provide a generation program which is suitable to easily use a public key cryptosystem. SOLUTION: When the generation program is executed in a receiving side computer 102, a public key receiving section in a receiving side computer 102 receives the inputting of the key and a ciphering program generating section generates the ciphering program. When the program is executed by a transmitting side computer 103, an icon display section of the computer 103 displays a ciphering program icon which refers to the ciphering program and an object file icon which refers to a file that is an object to be ciphered on a display and an instruction input receiving section receives an instruction input of a user. A ciphering section ciphers the file being referred by the object file icon by a public key that is received as an input when an instruction input, that drags and drops the object file icon to a ciphering program icon, is received.
