PROBLEM TO BE SOLVED: To provide a position information management system and a position information management method for reducing a communication cost required for the system to inform a position information terminal about enter to a communication available zone. SOLUTION: The position information terminal 1 is provided with: a wireless communication section 11 for making wireless communication through a wireless communication network 3; a position measurement section 12 for obtaining the present position; and an in-communication-zone discrimination section 13 for discriminating whether or not the present position is within a communication available range of the network 3, allows the 11 to transmit the present position obtained by the section 12 to a position information management apparatus 2, and allows the section 11 to transmit in-zone notice information informing of the terminal 1 resident in an in-zone area when the terminal 1 enters the in-zone area from the outside of the communication available zone of the network 3 together with the present position information. The terminal 1 is provided with an in-zone notice discrimination section 14 for discriminating whether or not the in-zone notice information is to be transmitted on the basis of a discrimination result of the section 13 and a prescribed discrimination criterion, to prevent unnecessary transmission of the in-zone notice information.
