PROBLEM TO BE SOLVED: To provide a radio communication system capable of surely informing users of warning information, the users being resident in a particular area having the high possibility of suffering from of a disaster on the occurrence of the disaster. SOLUTION: In the radio communication system wherein radio communication is performed between a radio base station 100 installed at each of prescribed areas A1, A2 and portable telephones 200a, 200b existing in each area, each of radio base stations 200a, 200b always transmits any of notice information to the portable telephone 100 in the areas A1, A2 shared by the respective radio base stations, and a radio base station in charge of the particular area having the high possibility of suffering from the disaster transmits the warning information as the notice information on the occurrence of the disaster.
