PROBLEM TO BE SOLVED: To provide an actuator capable of improving the dynamic characteristics of the actuator by increasing the bonding strength of the arm of the actuator and a coil, and to provide an HDD (Hard Disk Drive). SOLUTION: The front end of the arm 146 freely rotationally movably disposed at the actuator 140 of the hard disk drive is provided with a suspension 144 for supporting a slider 142 mounted with a magnetic head 141 and the coil 156 of a voice coil motor 150 is bonded to the rear end thereof. The coil 156 is bonded to the rear end of the arm 146 by an exterior mold 149a formed to enclose the outer periphery thereof and an interior mold 149b formed on the inner side thereof and a coupling mold 149c for coupling the external mold 149a and the interior mood 149b is formed in at least part of the surface of an effective section N excluding the effective section E of the coil 156.
