<p><P>PROBLEM TO BE SOLVED: To provide a VoIP voice monitoring method, by which a user who monitor a VoIP voice can monitor the voice at an arbitrary monitoring point while the position of a monitoring device and a voice packet path are transparent to the user, and also to provide a VoIP voice monitoring using the method. <P>SOLUTION: Agents 2-A, 2-B positioned on an IP network 10 for collecting a voice packet transmit speech information about IP telephones, in a speech mode to a server 3 performing speech control of IP telephone. The server 3 receives the speech information and creates a list of speech information and transmits the list to a client 4-A. The server 3 receives a selection result of a speech to be monitored by the client 4-A and transmits to the agent 2-A a transmission request, indicative of the transmission of the voice packet to the client 4-A.
