PROBLEM TO BE SOLVED: To provide a method capable of comprehensively recycling hardly incineratable waste, such as waste plastic, and waste containing soluble salts, such as fly ash. SOLUTION: This method for recycling the waste includes (A) a step of obtaining the pulverulent by pulverizing the hardly incineratable waste, (B) a step of obtaining a solid content and a liquid component by washing the waste containing the soluble salts, such as fly ash, with water, then subjecting the waste to a solid-liquid separation, (C) a step of obtaining kiln flue gas dust and firing residues containing calcium components by mixing the pulverulent of the step (A) and the solid content of the step (B) to obtain a mixture, and this mixture within a kiln is heated while adjusting the amounts of the chlorine and alkali metals included in the mixture in such a manner that the mixture is easily chlorinated and vaporized during heating, (D) a step of adding the kiln flue gas dust of the step (C) to the waste containing the soluble salts prior to washing of the step (B), and (E) a step of classifying and recovering heavy metals, the calcium component and chlorides from the liquid component of the step (B).
