PROBLEM TO BE SOLVED: To provide a varistor that suppresses scattering of resin and solder or the like due to its breakage in the case of operation of the varistor at absorption of surge or the like, and to provide a manufacturing method thereof. SOLUTION: The varistor is formed by attaching lead wires (8, 10) to a ceramic element assembly (2) and includes a first coating layer (14) for covering the ceramic element assembly; and a second coating layer (16) with flame-retardant and flexibility performance that covers the first coating layer leaving an exposure part (18) of the first layer (14). The outer package structure is multi-layered by using the first and second coating layers, and the flexibility of the second coating layer can suppress scattering of resin and solder or the like due to breakage of the varistor in the case of operation of the varistor at absorption of surge or the like.
