PROBLEM TO BE SOLVED: To provide an image processing method for generating a mosaic image with high quality by increasing a penalty in the mosaic image at every selection, and gradually allowing the same image to be hardly selected, and also to provide an image processor. SOLUTION: The image processing method is the one for combining a plurality of base material images, and generating the mosaic image imitating an image to be an original. The method includes a storage process for storing the plurality of base material images; a division process for dividing the original image into a plurality of areas; a first calculation process for calculating a distance between each stored base material image and each divided area; a selection process for selecting the base material images similar to each divided area from the base material images; a second calculation process for calculating selection times to select each base material image; and a synthesizing process for synthesizing the selected base material images with the areas.
