PROBLEM TO BE SOLVED: To provide a power generation device by utilizing easy-to-obtain materials while using natural seawater as an electrolyte solution and technologies currently available. SOLUTION: Power generation is made continued without the use of a depolarizer by cleaning thin-lined electrodes consisting of seawater, a readily available metal and inexpensive chemical change (reaction) materials and its gap with a natural power of the seawater, a passing change force (what the invention calls 'cleaning wave force') of tidal waves. Hydrogen gas 8, pollutants 9 due to reaction polarization by 'the cleaning wave force' in directions 4, 5 of the seawater between the electrodes 2 in the seawater 6 are cleaned and eliminated, and an electric output gradually ebbing and decreasing is to be continuously induced and reproduced.
