PROBLEM TO BE SOLVED: To provide a method by which a raw material can be smoothly fed into a kneading and extruding machine without bridging and clogging and which makes it possible to manufacture a flame-retardant thermoplastic resin composition excellent in impact resistance, flame retardancy, and the prevention of dripping in burning. SOLUTION: The manufacturing method comprises steps of mixing a fluororesin powder (A) having a specified mean particle diameter, and a thermoplastic resin powder (B<SB>1</SB>) and/or a powdery compound (B<SB>2</SB>) at specified ratios, and melting and extruding the mixture, a thermoplastic resin (C) and a flame retardant (D) at specified ratios through an extruder.
