PROBLEM TO BE SOLVED: To obtain a germicidal and insecticidal agent for agriculture and horticulture, exhibiting high activities by a low dosage and highly safe to a target crop. SOLUTION: The subject phenylcarbamate compound is represented by formula (1) (wherein, X is a halogen, a 1-4C alkyl, or the like; (n) is the number of substituents, and is 1-4; with the proviso that when (n) is≥2, each X may be the same or different to each other; Y is a halogen, a 1-4C alkyl group, or the like; (m) is the number of substituents and is 1-5; with the proviso that when (m) is≥2, each Y may be the same or different to each other; R is hydrogen atom, a 1-4C alkyl, or the like).
