PROBLEM TO BE SOLVED: To obtain a flame-retardant phenol resin composition having excellent flame retardance and a flame-retardant phenol resin laminate having excellent solder heat resistance obtained by using the same. SOLUTION: The flame-retardant phenol resin composition is obtained by mixing a resol-type phenol resin with a naphthyl phosphate compound represented by general formula (I) ( n is 1 or 2; R is a 1-4c alkyl group; m is an integer of 0-3) alone or in a mixture as a flame retardant.
