PROBLEM TO BE SOLVED: To provide a positioning device and a positioning method, which enable the economical and rapid movement of an object such as a large-sized lifting beam without the permanent installation of general purpose heavy equipment. SOLUTION: A pulley 27 is fixed near the end of a newly provided girder 19b; a winch 23 is fixed to an existing girder 19a; and wires 30 and 33 are arranged between the winch 23 and traveling trucks 7 and 9 via the pulley 27 and a pulley 29. The wire 30 is pulled by the winch 23; the lifting beam 1, which is placed on the traveling trucks 7 and 9, is drawn to a bridge-axial-direction positioning device 55 in a direction shown by an arrow B; and a bridge-axial-direction installation position of the lifting beam 1 is determined. Furthermore, after an installation position, in the direction perpendicular to the bridge axis, of the lifting beam 1 is determined by means of a direction-perpendicular-to-bridge-axis positioning device 15 which is installed in the traveling truck 7, the lifting beam 1 is placed on trestles 3 and 5 in replacement of the traveling trucks 7 and 9 by using an elevating jack 11 for replacement.
