PROBLEM TO BE SOLVED: To provide a shear constrained type annular elastic body capable of improving measurement precision in an optical fiber type load cell, and suitable for being utilized in a large scale environment such as a ground anchor. SOLUTION: This annular elastic body is equipped with an elastic deformation part having a face where an optical fiber is wound on the outer periphery, and a pair of load action parts disposed across the elastic deformation part, and has an inner hole provided penetratingly in the center part of the elastic deformation part and the pair of the load action parts. The elastic body has a constraining member for constraining deformation of the elastic deformation part in the shearing direction. Hereby, when force in the shearing direction acts on the elastic deformation part, deformation of the elastic deformation part in the shearing direction is constrained by the constraining member, and spew of the elastic deformation part to the outer periphery side can be uniformed.
