PROBLEM TO BE SOLVED: To improve hair conditioning effects such as hand touch of wet hair, combing wet and dry hair, easiness in handling, shining, lust, strength in body, general state of the hair, or the like. SOLUTION: A foaming hair conditioner contains a monoalkylquat having≥14C carbon chain length (preferably a 16-22C), dialkylquat which is a mixture of a 16C, 16C-dialkylquat and a 18C, 18C-dialkylquat, and optionary, may contain a silicone compound.
