PROBLEM TO BE SOLVED: To provide a developer concentration detector and a developing apparatus for highly accurately detecting developer concentration without causing a deterioration in developer antisticking capabilities, irrespective of a deterioration in a use environment, electrostatic causes and a long use. SOLUTION: In the developer concentration detector 100, a detection window 102 is provided with a light transmissive conductive member 102b and an insulating member 102a arranged on the surface side of the conductive member 102b.
