PROBLEM TO BE SOLVED: To suppress a decrease in throughput even when a mobile station device keeps hand over in a radio communication system for performing packet communication. SOLUTION: A transmitting and receiving part 210a receives packet data and control information. A buffer 220a stores the packet data. A multiplexing part 230a reads the packet data to a plurality of mobile station devices including a mobile station device 300 from the buffer 220a and applies time multiplexing and code multiplexing to the read packet data. A radio transmitting and receiving part 240a applies predetermined radio transmission processing to the multiplexed packet data and transmits the multiplexed data through an antenna. A control information reading part 260a acquires control information generated by a control station device 100. When the control information is acquired, a control part 270a controls the multiplexing part 230a so as to preferentially apply time multiplexing to the packet data to a mobile station device 300 determined to be about to perform hand over.
