PROBLEM TO BE SOLVED: To provide a recording device, a file management device, a file management method, and a file management program for ensuring a plurality of recording areas for recording files according to an access speed to the recording medium on the recording medium, for monitoring the access situation to the file on the recording medium, and for managing and adjusting the recording position of the file with a meta data file in which the meta data of the file are recorded according to the access situation. SOLUTION: A data processing part 3 is provided with a meta data preparing function for extracting meta data from a contents file, and for newly preparing a meta data file, a significance deciding function for deciding the significance of the contents file by referring to a significance decision reference table 11 according to an access time and access frequency recorded in the meta data file, and a recording position control function for instructing the change of the recording position of the contents file or the recording of the contents file in a plurality of parts to a control part 6 according to the significance recorded in the meta data file.
