PROBLEM TO BE SOLVED: To improve fuel consumption of internal combustion engines using a liquid fuel such as those for automobiles and ships, and reduce smoke and soot exhausted from automobile engines, especially from diesel engines, and to provide a method for modifying fuels to obtain fuels that can achieve such a purpose. SOLUTION: The following three procedures are provided: (1) a fuel modifier comprising porous ceramics is obtained by kneading at least one type of metal selected from the group consisting of aluminum, calcium, iron, potassium, magnesium, sodium and titanium, silicic acid, graphite, an organic material, and an aqueous liquid, molding into an arbitrary shape, and treating the molded article at a temperature of≥800°C; (2) a fuel modifier is obtained according to the above (1) wherein materials containing the metal, silicic acid and graphite as their components, are used; and (3) a fuel modifier is obtained according to the above (2) wherein the materials comprise graphite silica.
