PROBLEM TO BE SOLVED: To adjust vehicle height in at least either of a stop condition and an extremely low speed running condition even if a vehicle height sensor causes a failure. SOLUTION: When vehicle height is changed by supply and discharge of compressed air into an air spring provided between a wheel and a vehicle body and the vehicle height detected by the vehicle height sensor is made equal to target vehicle height, the vehicle height is increased, reduced, and maintained by manual operation in the extremely low speed running condition and the stop condition after reducing the vehicle height forcedly when the vehicle height sensor causes a failure (S26, S29, S31). Vehicle height increase time and vehicle height reduction time are measured (S27, S30), and the vehicle height is restored to height before change by manual operation when vehicle speed exceeds set speed. Direction of change and change time of the vehicle height for restoring based on vehicle height increase time and reduction time and supply flow rate and discharge flow rate of air are obtained to restore the vehicle height by supply or discharge of compressed air into the air spring.
