PROBLEM TO BE SOLVED: To provide an apparatus and a method for processing to improve productivity in which regulations of a slit position and a damage imparting position of a film are simple, in the case of making a bag, possibility of bringing about a product fault is small and which can simply deal with necessity or not of the damage imparting step according to a difference of a grade or a change of the damage imparting position. SOLUTION: A unit 10 for performing a fine damage for easily tearing the film 36 includes a rotating round blade 11 having many fine protrusions formed on a circumferential surface, and a cutter 23 integrally mounted to slit the film 36.
