<P>PROBLEM TO BE SOLVED: To provide a dielectric ceramic composition which has a high specific dielectric constant and satisfies an X5R property (-55 to 85°C, ▵C= within ±15%) in case that it is fired at a low temperature, a multilayer ceramic capacitor using it, and its manufacturing method. <P>SOLUTION: The reduction-resistant low-temperature fired dielectric ceramic composition is composed of BaTiO<SB>3</SB>of 100, MgCO<SB>3</SB>of 0.2-3.0, ≥1 kind(s) among Y<SB>2</SB>O<SB>3</SB>, Ho<SB>2</SB>O<SB>3</SB>, Dy<SB>2</SB>O<SB>3</SB>, and Yb<SB>2</SB>O<SB>3</SB>of 0.05-1.5, Cr<SB>2</SB>O<SB>3</SB>of 0.1-1.5, Ba<SB>x</SB>Ca<SB>(1-x)</SB>SiO<SB>3</SB>(wherein, 0≤x≤1) of 0.2-3.0, and Mn<SB>2</SB>V<SB>2</SB>O<SB>7</SB>of 0.01-1.5, in mol.
